Kevin Roy is one of the most effective public policy leaders in health advocacy over the past 15 years.

 

As Chief Public Policy Officer at Shatterproof (2018–2026), he led national advocacy efforts that drove policy reform in more than 30 states. Key achievements include passage of the landmark Medication Access and Training Expansion (MATE) Act in 2022, which requires addiction training for all controlled substance prescribers, and expanding Medicaid coverage of the Collaborative Care Model (CoCM) from 14 to 35 states. He also led successful youth prevention initiatives in states.

 

Previously, as Executive Vice President at Autism Speaks, Kevin helped more than double federal autism research funding and played a central role in passing the Stephen Beck, Jr. ABLE Act, considered the most significant disability legislation since the ADA.

 

Kevin has advised early-stage biotech and tech companies on public affairs strategy, served as a senior advisor on federal budget policy on Capitol Hill, and began his career as an auditor with Deloitte & Touche in Boston.

 

He holds an MBA from Duke University’s Fuqua School of Business and a BA from Dickinson College.
